P2P Over Bluetooth & WiFi
When internet is unavailable, IN$DEX switches to libp2p over Bluetooth LE and local WiFi to reach nearby citizens on the same mesh.

Offline-First Transactions
Send INDX to anyone on the mesh. Transactions are signed locally and queued. When either peer reconnects to Solana, they settle automatically.
